A new in-depth report by the Centre for Social Justice has found that there are serious barriers to access the NHS for poor and disabled people in England.
As well as the 17 areas where access to services is most limited, the report also finds that all parts of the country are affected by inadequate provision of access to services.
The report demonstrates that the NHS is “hugely complex” with “all its facets, from primary and community care, through to out-of-hours care and mental health services”.
Even where services are provided, they are often “ad hoc” and “not fit for purpose”.
The main areas in which access to services is limited include:
acute and emergency care
palliative care
complex care
mental health
children’s services
NHS commissioning
the GP system
the NHS constitution
the social care system
There are also common barriers to access in the wider social and economic contexts. This includes the issues of housing, employment, education, employment, universal credit, inheritance tax, and community and social services.

The report has been published ahead of a major NHS Commissioning Board debate about access to services and the general election on Thursday.
